No, it's pretty light. You can move it easily by hand. Mostly, I just looked for a spring that would fit. But it doesn't have to be strong; just enough to hold the tap straight until you get started.
I don't use it on the mill, in fact. My Rockwell spindle doesn't have a return spring, so I just chuck up a pointy thing (actually, the first part of that tap holder that I made too thin!) and let the weight of the spindle keep me aligned. (Are all mills like that?)
