That's a cut knurler. I think @darkzero has one.

Yup, those are cut knurlers. If making one be sure to use cut knurling wheels instead of form knurling wheels. Form knurling wheels won't work in that orientation. My 2 cut knurlers are Integi.

I have a smaller 10x20 lathe.

The tool holder looks like a screw machine holder.
4 places to hold tools and rotates.
