Identify cutter type

The mill is an RF-31. Looks to be old, maybe from the 1990's. Back then, these round column Rong Fu mills were made in Taiwan so it is a decent mill.

The two vises are angle vises for a drill press.

Agree that you have a tilting angle table. That one is Chinese, I believe, and not a precision piece.
 
Buy some Evaporust and give those tools a good soak. Everything that you have there is quite serviceable. You have the makings there of a well equipped hobbyist.
