Hold on guys. I think he is right. Look a the second pics and the 5 lines. They are not at all symmetric. This will make reading the Vernier problematic. The 5 line on the right is almost lined up and the 5 line on the left is in the middle.
I agree this is a fail.

Also I am wondering which scale is off. The divisions could be off on (or both) either scale.
It looks like 60 on both sides of both scales aligns with 19 when zeroed, so it looks right to me. Read it from both sides of zero and split the difference?
Happy to report that a new venier scale is made to solve the problem. The tool is a tiny carbide slitting saw ( 10 mm diameter, 0.15 mm thick ). Have learnt how to make and use a sine bar in the process.
