Thanks all! After heating up the spindle taper with a torch the epoxy softened up and I was able to scrape it away. I cleaned up any remnants with acetone.
The spindle bore cleaned up very nicely! I verified the dimensions as matching an MT2 taper, but I don't think I'll be buying a reamer as it doesn't look like the spindle is the source of the problem. Maybe not a bad tool to have on hand though..
I took a better look at the taper adapter on the chuck... it is JUNK. Looks like it was made by hand. Maybe someone dropped and dented it and tried to clean it up with a file? I don't know. Total junk.
