Help identifying this tool

In general, an indicator will have just tick marke, or a "0" in the center. The one in question, is marked 1 through 5, making me think it is more of an inspection gauge, made for a specific use.

The flat on the one side also looks like it could be for turning a screw, to adjust an opening to a specific measurement.
