Those are completely valid Cyrillic letters. Roughly MTS... The subtitle on the awning reads "Salon Connection".

And Siberia does get hot in the summer. It is a LONG way from any major bodies of water from the perspective of the prevailing wind patterns.

This is an image leak-thru of some kind. It may be a image processing artifact from the way circular (google's camera on a pole) are then made into flat views depending on the direction the little yellow man is viewing. Notice the "reflection" of a similar window structure in the third pane, perhaps with a bit or arm in it.

Look at the roof line. Those two leftmost windows are at an angle, and the building appears to angle back behind there, not 90 degree walls. I think this is a painting on the back wall as seen through those windows. @GeneT45's translation would support the idea of some internal mural of that sort. The copyright date (2013) of the image makes me a bit skeptical of sophisticated AI, although basic image processing of a video camera into stills certainly can induce some distortion, but I'm going with Occam's razor on this one.
