Fly cutter is a single point tool, it's cutting action is controlled by surface speed and feed rate. It's not a power hog, so you can stick the tool out plenty before worrying about the mill's horsepower. The limitation is in the flex of the tool. Your mill should have the power to cut a 12" swath at fly cut depths if your cutter is rigid enough.I got an R8 flycutter so it chucks right up in my mill and I have a benchtop pm30mv precision Matthews mill. So I'm going to guess it probably can't stick out too far.
