I agree with the value of the shaper, but how do I approach that with the seller. as far as I can tell if it is a regal it would be a fairly old one that being based on the ornate legs and them not being cabinets
I cannot see enough of the Regal to tell me exactly how old it is, could be in the 1930s or '40s, definitely a round head Regal, they are slow by modern standards, but still OK for most work, mine is 1943 vintage and in fine shape and accurate. All Regals would have quick change gearbox. Mine has pressed steel legs, as aparentely some with cast iron legs that were placed on capital ships in WW 2 had the legs sheared off when big broadsides were fired.
