Enco 12 x 36 Model 510-2584 Power Start Issues

You might be able to test the switches in place- however you would need to have ac power off and disconnect the wires from the Com terminal of each switch to avoid false readings
Make sure your ohmmeter has a fresh battery and gives an indication when you touch the probes together. If it has a beep function use that also.

Have a friend operate the apron lever while you probe the switch- otherwise it might be easier to remove them to test
Com to NO should be open circuit until you actuate the switch; com to NC should be the inverse

I was able to spend some time on it yesterday, it was the switch. I took it off and apart and cleaned the contacts, it now works as it supposed to. I think im going to source another one, as its very brittle and taking it apart it broke a couple of the tangs that hold the covers on, I ended up super gluing it back together. Update: That's not the twin microswitches setup but instead, some strange variation of the barrel switch I mentioned earlier
The microswitch setup uses a cam but yours couples directly to the control shaft
I'll post a link to the Ebay switch if you want to buy a replacement

The microswitch system really is a better way of doing it- I'll post some details on it in case you wanted to modify the machine
at some later date

Here is how the later models do it (From Grizzly G4003) not sure of the exact style of switch, but they are so cheap you could try a couple types
You would have to fabricate a mount for the switches and the cam yourself, but the whole thing could be done for just a few dollars if you can re-use the actuator shaft and lever assembly
