I had trouble with countersinks, bought it seems like every style possible, all gave trouble, and eventually realized I had to slow the RPM way down, keep reasonable pressure on, and they pretty much all work now.
As others have said there are better designs. But, to try to get decent results with that one I would slow the lathe WAY DOWN, possibly as slow as it will go and give it a decent feed/pressure with good cutting oil. A light feed with all those cutting edges is sure to chatter.
