Carbide boring bar and brass

Simply raising the height of the boring bar will give less top rake and more clearance. This is easier than rotating the boring bar which will still need raising to bring back to centre height.
Brass cuts just fine with a positive top rake, the exeption is safety when drilling. When drilling, the tool has no resistance to pulling into the cut so this is why a neutral / negative rake is suggested, it's not to help cutting.
Brass does need a sharp edge. I remember being taught to keep new files only for Brass until they went dull, used files simply slide over Brass.
 
Sorry for late response/comment. Been distracted for a while, just catching up on these great discussions.

For clarification, the boring bar was put in the tool holder clamped with the registration flat horizontal - as shown above.

My 20-degree comment was just an eyeball estimate (very wrong, apparently) of the rake angle built into the tool.
