Typical rotary broaching is good for material removal of about .025" per side. Keyways are tough because they are almost always too deep. Also, rotary broaching just one tooth doesn't always work because it throws off the engagement, binds up, and oops! broken broach. If you have to rotary broach a keyway, try to make it at least a two tooth form.
