A while back I ordered a 16mm "facemill" which uses 2 CCMT06 inserts (TJU C16-16-120). When it finally arrived (longer than usual), I turned the shank to 5/8" and cut about 3 in. off the length. (This thing is 120mm long. Why do they make these so damn long? You certainly can't use them that way.)
Anyway, when I went to load inserts into it, one insert pocket was fine, the other too big like it was for a CCMT09. Knowing I would receive a refund as soon as they received confirmation of shipping, I put everything back in the tube and filed for a return. I shipped it back today and received my refund within a few hours.
Figuring there was no chance of a repeat, I went about ordering another. Several attempts to pay failed before I saw a little pop-up telling me that I was blacklisted by the seller!

No problem, there are plenty of other sellers.
 
In this case I’m not surprised. I’m sure the first thing the vendor saw was the modifications you did. With the modifications made they knew there was no way the manufacturer would accept it as a return

Often times vendors part out returned items and use the parts to replace defective or damaged parts for other customers. A while ago I ordered a collet rack from Shars. When it came 1 panel was damaged. They asked me to take a picture and send it in.

Rather than replace the entire collet rack they sent a panel from another damaged one that had been returned

I agree with @projectnut , I think you should have checked it out fully before modifying it. I try to do that knowing that once I modify something I'm responsible, and in my opinion it's not returnable for defects, unless it blows apart.

No, they hadn't seen anything (and likely never will). I shipped it today, received the refund today and was already blacklisted. The returns go somewhere (in southern California IIRC) where they are likely palletized and either returned to China or sold at auction.

I was aware that they could potentially reverse the refund, but it was $15, so seems unlikely. I would not have attempted to return something that was usable after I had modified it.

No, I've only returned something once before. This is my first purchase from this seller. When I applied for the return I explained the problem, but who knows if they understood. However, I included pictures which clearly showed the issue.
 
It's an universally known warranty principle that you can't return an item unless you return it in the same condition you received it.

But what surprises me the most is the price of your conscience ($15).
 
Well it sounds like the modification had nothing to do with the blacklisting. I'd avoid the seller in future. Like anywhere in the world, there are honest sellers and dishonest ones.

All that said, why would you think it was okay to return a significantly modified piece of tooling expecting a refund?

Given that one of the most important aspects of any piece of tooling is the dimensional specification, you've effectively 'broken' that product.

I know there's a lot of suspicion and disdain regarding Chinese companies selling on AliExpress, but we can hardly expect them to act with integrity when their customers in the West take a punt at (and I'm afraid a lot do, I think)...

...and I hesitate to use this word, it comes over rather strong I know, but fundamentally I'm afraid it's accurate...

...defrauding those Chinese companies by trying to slip a refund request through for invalid reasons.

If one sees these companies as part of a State organisation that is an enemy of the West, then fair enough, use any opportunity (with fair means or foul) to do some damage to them and try to get a benefit to oneself. That's a perspective I can sympathise with

But let's not complain too much when that enemy attacks back with the same level of ethics.
