The tangent is a line "parallel" to a point on an arc. It is not something that can be changed, it is a unique solution obtained by taking the derivative of the formula for the arc. A machining tool is never used tangent to the cut. A 0 rake tool is normal to the tangent of the cut.
Lowering the tool decreases the back rake angle, and very slightly affects the side cutting angle.
Lower the back rake increases the pressure required to plunge into the work and lowers the force pulling the tool into the work.
It can be used for making slight adjustments to the back rake, and can give a better finish on hard steels sometimes.
