The screw and washer are used to lock the two sector arms together to count the number of holes on the index plates.
I think you should start your own thread on this, instead of thread jacking. Be glad to answer on that thread. This thread is about the spring clip on a BS-0.So was the one from PM deburred with the sharp edges removed and was it free from interior debris and swarf ?
Aside from the shipping damage, was there any material difference between the two ?
Can you be specific about what failed QC? Assuming the cracked casting was shipping damage, was the damage apparent without disassembly ?

The "wings" of the spring washer are hitting the washer under the screw. That has been noted, several times. I didn't get mine from PM, it is likely a generic, Grizzly at best. I've never had that problem. Looking at the video, the first thing I would try is inverting the spring washer so the wings stick up a little. Then maybe use a smaller washer under the screw. Or even a "fillister head" screw without the washer, if you can find one. The washer under the screw is the obvious problem. It could have been installed offset to eliminate a known problem at final assembly. I wouldn't recommend grinding on the spring washer, but if that's what it takes. . .I bought a BS-0 dividing head from Precision Matthews. I took the handle off to adjust the backlash. There's a retention spring right before the "clock hands" to keep tension on them. When I put everything back, when I adjust the "clock hands," it pushes the tension spring out of the groove and it pops out. I've been messing with it for hours now and I cannot seem to get it to stay. I'm not sure what I'm doing wrong.
I've even tried pinching the spring with the hands' locking screw.
