He says the ferrel moves up and down. The handle is wooden.

It kind of looks like one but I don't think it is.

Does the bottom part move up ? Looks like some kind of cable tool if it does .

Edit . So it does move . Bet it's for using some kind of thick cable for whatever reason .

It looks like a handle from a 1900’s era two man cross cut saw. My wife has several of those style saws in her collection of old time logging equipment.
