I've done that as well. The steel shim actually helps spread the force of the screw so that it distorts the gib less. I don't think it's desireable to glue the shim to the gib.Place a steel shim behind the gib, doesn't necessarily need to be glued in place. Let the table lock work against the steel shim on the back side of the gib. Done this several times in my past. Doesn't hurt a thing.
