What's Missing?

....the tang is also used to remove them from the drill-press spindle with a tapered drift thru the little "window".

If some of the split ones do have round holes of a suitable size for you, is there enough "meat" in the tang end to drill and tap for a draw-bar?
I use all-thread for several draw-bars, with washers and nuts above the mill spindle.

I've got these collets that fit the quill on my new Grizzly mill.

What parts are needed to make them work, rather than the collet adapter that came with the mill?

Those look like drill sleeves and tap drivers to me
 
The one with a "D" fits Morse taper shank drills that have had one side of the taper flattened. They are called Use-em-up drill sleeves and will extend the usefulness of drills with damaged Morse tapers.

keep in mind that these are not suitable for milling, neither is a Jacobs drill chuck. You need a endmill holder or MT3 collet that is pulled into the quill with a draw bar to prevent the cutting tool from coming loose.
