I've found another item/fixture that was still packed up from the move.
I'm thinking a surface grinder dressing fixture. Please correct me if I'm wrong.

Agree with a wheel dresser. It would be held by the magnet and could be cocked at an angle to dress that angle. Or it could be run under the wheel by transverse feed and dress it square.
