I think that is what is known as "Satin Chrome"

A lot of machine dials are Satin Chrome.

what is the least expensive finish? (no offense to PM) that is likely to be what it is

If you have the set up, powder coat is pretty cheap. To me it’s all relative. Nice thing about powder coat is it lends itself to production because it’s more forgiving than paint as it doesn‘t run and it’s easier to get an even coat. The bonus is if done right it’s very durable.
