[Newbie] Whar is it?

Can anyone identify this fixture? I obatained it from a retired machinist who passed away and I have no idea what it was used for. I assume there are parts missing.

Can you show a picture of the other side? Does it connect to a spindle like a chuck?

The views are of both sides. It rotates on a wooden base and the brass pin as pulled out lets it rotate at the split in the middle.

Some kind of Ball mounted vise or all position vise, like what carvers use?

Any maker marks or is it likely home, hobby machinist made?
