Very thin pulley and belt

I need to hookup an encoder on a cnc mill but I only have 7 mm clearance for the pulley. I know there are some 1.5GT belts that are 3 mm wide but the pulleys all seem to be 8.3 mm. Does anyone know of any other belts/pulleys that are thinner. This is just turning the encoder so I would not think it would need a log of holding power.

Maybe a little lathe work on the pulley?
