I think it might have been a Woodruff key— so I ordered a flat bottom Woodruff # 605 which I think will fit. The key remnant I took out was slightly tapered on both ends- boat shaped.
I think you will be happy with that. I should study up on keys more. I thought someone else would answer your questions, but they did not, so I gave you the best I could think of.
I really appreciate your help— kept me from unnecessarily taking apart the gearbox.
I had never heard of keys used as shear pins but makes sense.

Most push mowers are set up so the key will shear if the blades hit something, to help protect the engine. I have fixed up a bunch of free mowers by replacing the blade and key.
