Tool Identification

Its a drive for a dog with a center. Have not taken it out.

Not sure full rotation with the angle adjusted all the way over.

Almost seems like it would be held down by t nuts and clamps if anything
 
I'm still thinking it is for doing drill flutes. I looked through all my books here, and some on the web, and cannot find anything that works the same way. I keep hoping someone else will jump in.

What did you pay for it?
 
$25 For not knowing what it does is well worth it. Plus the scraping on the dovetails is still very much visible. Glad I could save it from being rusted out.
