Hi Kenneth
Information you requested

Part # 8 Seems to be a flat washer but on my machine is not present and appears to be machined as a step in the locking handle (see Photo 4)

Part # 9 Upper Locking Sleeve
OD 14.9 mm ( 15mm will slide fit in hole of my TS)
ID 6.5mm bore ( Clearance hole for locking handle shank)
Height 20.8mm. (Could be 21mm to give more clearance for locking handle)
Chamfer 12.7mm radius to suit 25mm OD of TS barrel. (see photo 1,2,3 & 5)

Part #10 Lower Locking Sleeve
OD 14.5 -15mm
ID threaded 6mm
Height 14.9 mm. (Could be 15mm)
Chamfer 12.7mm radius to suit 25mm OD of TS barrel. (see photo 1,2,3 & 5)

Hope this helps. These parts do not appear to be hardened and can easily be made on your lathe from 15mm rod. Need any more info please ask
Cheers

Edit Just noticed that on your parts diagram the order of parts #9 & #10 is slightly confusing. Part #9 is installed from top of TS but part #10 is installed from below so that #9 & #10 are on opposite sides of the TS barrel and squeeze against the barrel as the locking lever is tightened.
