RUARO Grinder?

Found this Ruaro grinder for sale locally but never heard of it. Seller has no further information and whatis in the photos is all he has. I couldn't find any information on the web and was wondering if anyone has any experience with this brand or ever heard of it? Would it be usable and what else may be needed to go with it?
