[Newbie] Looking to countersink 4 holes on steel plate. Will HSS bit work for A36?

Get the single flute countersink. It CANNOT chatter(at least in 40 years mine never have),and,you just regrind the flat face to sharpen it. The zero flute has a hole through it and would take a bit more trouble to re sharpen it. Like,a small grinding tip on a Dremel.

I have made several single flute countersinks myself. They have odd angles on them which I sometimes want. Made from 01 drill rod,and run slow,they last just fine.
