I believe the original post asked specifically for ways to make home-made waterslide decals. If that's what you want to do, you can start by watching a short youtube video on the matter: https://www.youtube.com/watch?v=VVIKNzzCxsE
Then, you can order the waterslide decal paper from these guys: http://www.decalpaper.com/default.asp
They have special paper for either laser printers or inkjet printers.
I've never tried it, but it looks easy.
