I just received both my L-0 back plate (flat surface) and my ER 40 collet chuck. The back plate O.D. is 8". The ER-40 collet chuck O.D. is 132 mm (5.196) with a register of 100 mm. I am going to machine a register on the back plate to fit into the collet chuck. So, should I machine the backplate O.D. to 132 mm so it's the same O.D. of the collet chuck? Thks
 
If I had enough material, I would definitely turn a collet chuck back plate down- it will give you more positioning room where the work happens. But if there is no working advantage or weight reduction for material handling safety, then perhaps not.
 
Sure you can turn the backplate down- it's considered part of the "finish machining" fitting process
 
If it were a matter of a few mm I probably wouldn’t bother.

In your case I defiantly would, probably before doing anything else and maybe bandsaw cut the excess off to save lathe time and tooling wear.
