Those are generally called Drive Screws by most sources and people, and are what Atlas used for attaching name plates. However, they do not work well for attaching plates to sheet metal, which was what the original situation was.

Yeah, I bought a similar kit for eyelets and grommets on eBay years ago that was sold to be used by someone making medieval costumes. Had a hefty bench mounted punch and die holder with lever actuator that I have adapted to a couple of other purposes.
