I have an opportunity to acquire a 10" south bend lathe. I went out to the South Bend site to look up the catalog number, and was not able to find the codes that are on the tag. Can anyone assist with the AF designation is?

Yes, for models 1947 and beyond. The 199XX is a model number of an early regular 10" lathe, or a 10R (small spindle bore). Not sure what the "AF" means - it might be a war time military special. Here's a 1943 catalog page of a 199AN model:
