Sandblasting with crushed glass will give that kind of finish. A small gun would be advised. All this, of course, before lettering is applied. You'd have to experiment to get the best results.
Hawkeye is dead-on. I've been sandblasting with 80 grit glass and it makes a pearl matte finish. It looks good all by itself and it really makes black oxide apply evenly and look very professional.

Rays wright, I made a bunch of V blocks and I call general blocks then #80 glass beads WoW. Not
sure about the rust issue, they are kept in a plastic box sprayed with blaster.
