What is this

Can someone please tell me what this is. I think it is a sharpener some sort. It must be missing something.

Looks like a grinder to me with a diamond wheel. Looks to have good adjustability for angles and might be able to do radius grinding. Little cleanup it should be a nice grinder.

Somebody put some work and thought into that radius grinder. This tool has potential... for something.
