What is this tool?

I got 2 of these at a yard sale. I really did not want them, but neither I or the seller knew what they were so he gave them to me. Labeled Rabbit on one side, SP on the other. Any guesses?

Valve adjusting tool for shim-on-bucket valvetrain. It hooks around the cam and catches the edge of two adjoining buckets. Rotate the tool down, it depresses the buckets allowing you to fish the shims out. VW, Fiat, Volvo all had tools like that.

They appear to be some kind of tools to aid in assembly or possibly a purpose built method of transporting a shaft or shafted assembly.
I think Randy may have a better understanding
