It is a small hose or line clamp like a medical or brewing type of clamp. I have several on the hoses that I use on my peritoneal dialysis cycler every night. Of course mine are disposable plastic, but that is the general gist of what it is.

It's a Mohr pinch clamp. Used to use them in HS and college chem lab.
