What is this handle for?

I am trying to figure out how the threaded handle is to be used on this v-block clamp. It is threaded through a locking nut on the clamp stud. I don' see a need for the handle as a means of tightening the clamp stud, since the clamp stud has a hole through it for inserting a scriber or small screw driver for tightening. The handle just seems to get in the way of the chuck on my mill. Fortunately, the handle can be removed by unscrewing one of the end thumb screws.

The through hole is used to drill in the v block without risk of hitting v block. The reasoning behind the holdown screw idk. aliile different in the fact that the holdown strap cannot go on the lower slot in the v block. What’s the other end look like looks like there is a V on the end?
 
Looks to me like somebody made their own affixed T handle so they could avoid using a scribe or screwdriver to tighten the clamp screw.

I can see where it might become crowded under spindle with it in place; fortunately it's an any easy fix to remove it.
 
That screw with knurled knobs on the ends is used to support the block when used on its side.
