What is a rose cutter/bit?

Saw this in an old machining text. At least as I understand it it is a tool for reducing stock to diameter but it is not a single-point lathe bit.
Each diameter required would need an individual bit.
What does it look like? how is it used? Any use today?
 
Common name for them is a hollow mill. Here's a picture of one of mine. It will reduce 1/2" stock to 1/4".

They used mostly on production runs.

Is it used like a drill bit held in the tailstock? Or, is it used in a milling machine?
How would it compare to the usual turning technique: faster, I assume, given it is for production?
 
It can be held in the tailstock or turret on a lathe. They are sometimes used on mills to finish a boss to size on castings.

They are faster to use in a lathe than a normal toolbit but not as acurate. If you do a Ebay search for hollow mill you'll also see other styles.
