Give that man a Kewpie doll! From what I've gathered, they were made for doing automotive work. The 4-jaw is a low-speed scroll chuck for driving reamers for king-pin bushings and the like.

I think that the protrusion out the back side is a higher speed spindle for small reamers, the KO Lee reamer drive has two speeds in the same manner, but no grinding wheel!
