Unknown tool ???

Got some tools this weekend and found this
in a box. Help guys, I don't know what it is used for. Snugrat

The tool is a balanced dog. To be used on a cylindrical or tool and cutter grinder. It balanced and does not impart any out of round condition when finishing or sparking out the last tenths. I received one with the last Brown and Sharp grinder.
