Tool identification

Hi. Please identify this for me. It seems to be some kind of tool post and it clamps at the rear. I have never seen something like this.

Old time lathe tracer template clamp ? It would work , but not saying that's what it is .

I am not sure. I can only check on Wednesday.

It does not seem to pivot around the pin, or at least never have. The original paint is still intact where it should pivot, if it ever did.
