Tailstock turret tool for a lathe - $100 (Sacramento, CA)

Hmmmm, I have one of them in my "Not sure if I Need" box.....maybe i need to get it cleaned up and turned into something I need!
 
I'd be all over it if I didn't have a little turret lathe.
 
I have one just like it. Set it up with center drill & 2 chucks. Then I put it in the drawer.......
 
I have mine soaking in penetrating oil at the moment and will attempt to disassemble and clean it up over the next few days. I was not able to rotate the turret at all as it was and that lever, which I assume is the catch/release lever, does not move freely. Any advice to watch out for or anything would be helpful.
