That might be a good deal. Nice stand. Any used surface plate is an unknown quantity until calibrated by a professional lab, so add that price to the total. The brand name on the stand does not necessarily relate to the surface plate. Regardless, brands are not the value of surface plates, known and certified flatness over the surface is everything. It cost me about $100 to get one that size calibrated about 10 years ago or so, and that was with getting 4 other machinists and their plates in my shop to get their plates calibrated as well, sharing the road call cost. That was by Standridge Granite in Socal, on one of their road trips to northern Calif. 18x24" is a good choice in a typical hobby machinist shop.
