ENCO has a big warehouse somewhere in the metroplex. I don't know any specifically up there, but there's bound to be lots. When I live up there in Mansville, I would hit all of the palm shops in the area. Came home with lots of goodies back then.

The Enco warehouse is in the Regal Row/183 vicinity. But from my one past experience, they don't really have a 'city sales' counter. It's more of a distribution center.
CDC Products
940 E Beltline in Richardson is a surplus reseller. Worth a stop periodically. They have LOTS of cutting tools. Many resharpened but many new. Too much to list here.
Machinists Tools & Supply
1000 Quaker, Dallas
Pretty good selection of common tooling for OTC sales.
I'm rather surprised that I haven't been able to find places in the numbers one would expect for the size of the Metroplex are. I've looked many times when I needed that one tool to finish a job, but haven't had a whole lot of luck.
