Stuck Taper Guide

I just got this Cincinnati #2 cutter grinder for $100! It runs, is pretty solid but needs some love. First up is the taper guide. It's stuck! Really stuck. I've tried hitting it with a hammer and punch but it won't budge .001" and turning the handle does nothing as well. I'm soaking it in Blaster while I think about it. Btw I didn't do all the damage you see there, the previous owner did that. Any suggestions on how to break it loose?

Others who know more than me will tell you to use all kids of stuff to use.
I would use BG In force...........
 
Kroil oil work better than penetrating oil. Keep putting it on and let it soak for at least a week. Don’t get in a hurry
 
I do have an ox-ac torch, I was going to give it a try but thought i'd ask first... thanks.
 
If it's rusted, some brake fluid will help soften up the rust. Since brake fluid is hygroscopic, it will
draw in moisture to the rust. Oil can't do that. Soak it a while and give it a few taps and see
if it comes loose.
 
Maybe look on the bottom side and see if there are any holes to access the slide assembly. That
would push only a part of the slide up to get things moving. One could drill a bole or two as well
if it comes to that.
 
The bottom was the first place I looked for a way in, there is only the plug that holds the end of the screw in place, and you can't remove it with the guide in place. I'm going to heat it first then probably mill it out.
