Spin Indexer and 5C Collets

I'm thinking about purchasing a cheap spin indexer and 5c collects, but don't really understand about the collets. Don't you need to have a closer (drawbar?) The cheap set doesn't really say anything about it and doesn't say it comes with one and don't show one to be available.

Spindexers have a drawtube that you close up the collet with. Usually a knurled knob on the end, and sometimes with spanner wrench holes in the case you get it too tight, or need a really good grip on a part. That one appears to use the crank handle to close the collet as well as spin the fixture. You lock the spinner, crank the collet closed, and unlock to index.
