Even when locked, the Y axis wants to move when I do almost anything, even drilling down with a small end cutting mill. I can see the movement on the DRO.
The most common reason for this in an older machine is a gib that is out of adjustment. You need to find the surface that has the gib, (adjustment to remove play in the precision surfaces) and slowly adjust that to remove the play. You can usually feel the level of adjustment by moving the axis in question while adjusting and doing so until you feel additional effort is needed to move the axis.
