The person who I bought it from thought it was for this mill. He acquired the mill and a bunch of machinery from a house that he was in charge of flipping. The family just wanted all the equipment out of the garage.Interesting looking machine. No idea what it is. Why the Wells Index manual?

There was a discussion about Kempsmith mills years ago on Practical Machinist and the company is still going and has all its old records: https://www.kempsmith-dl.com/partsService.php you could contact them with your photographs and see what they have to say.
Thanks Frank, I did try it all in one word but didn’t come up with anything yet.Have you tried searching “Kempsmith” as one word? Here’s a start from Vintage Machinery, I haven’t looked at it yet but looks like it may be a Canadian machine. Lots of machine hits on Google images using Kempsmith as well.
