Order of operations

Building a vise brake per drawings found on the net.
Question as to the OOO for the drawing on sheet #3.
How would you guys go about this?

I have the jaw on sheet #2 done except for the drilling and tapping the 1/4" holes..

I would do the v groove first, then the step and counter bores.
