Mystery Tool Adapter?

I am helping to clean out some machinist items and came upon a mystery tool,
it is about 12" tall, anyone have any idea what it is. Thanks Paul G in New Jersey

Yep,
A grinding jig to grind the end cuts on a end mill. Will not grind the flutes of an endmill.

I was going to say looks like a stack of drill bushings. Could easily be tool sharping fixture with adaptor bushings. Throw in the allen wrench for good measure.
